MA Plans See Slower Growth Rate in 2025

MA enrollment reached 51.5 percent of eligible beneficiaries for 2025, a slight increase from 50.8 percent in 2024. As of March 2025, MA enrollment, including Prescription Drug plans, totaled 34.6 million, a 3.8 percent increase from the previous year, reflecting a slowdown compared to the previous year's 6.5 percent growth. UnitedHealth remains the dominant insurer, holding 28.7 percent of the MA market, followed by Humana, CVS, and Elevance Health. Although the overall growth rate has slowed, MA plans continue to show strong penetration across most states, with notable gains in California, Texas, and Florida.
